It has been known since
the inception of the SWAT (Special Weapons And Tactics) team that they are
inherently placed in volatile and dangerous situations. For many
years these teams would have an EMS (Emergency Medical Services) crew on
standby in the outer perimeter for medical support. Recently that
philosophy has changed.
Unfortunately the Columbine High
School incident and several other high profile police events have brought
national attention to the idea of medical support in the tactical
environment. This has resulted in police agencies reviewing how EMS
is integrated into the tactical environment.
The TEMS program has
developed out of a need for medical support in situations that have proven
to become deadly quickly.
